At the last McHenry County Board Meeting, Ms. Virginia Peschke spoke during public comment. Her comments raise questions about the timing and veracity of her statements towards critics of the 708 McHenry County Mental Health Board (MHB). The MHB has come under scrutiny, deservedly so, by local papers, elected officials, and concerned citizens.
Peschke served on the McHenry County Board from 1990 to 1994 and from 1996 until 2012 when she lost re-election during the Republican primary. Her LinkedIn profile can be reviewed here. She is also the Executive Director for Consumer Credit Counseling Service (CCCS) for McHenry County. Peschke has served in this role since 1999.
Peschke served as Public Health & Human Services Chairwoman (PH&HS) for her last full term in office. However, documents show she was chair of PH&HS as far back as July 14th, 2006. Please review the following documents:
In Fiscal Year (FY) 2007 CCCS received no funding from the MHB.
In FY 2008, the MHB granted CCCS $16,122.00 but was actually allocated $34,038.93. This is $17,916.89 more than was budgeted or 211.1%.
In FY 2009, the MHB granted CCCS $16,122.00 but was actually allocated $37,066.30. This is a $23,586.65 more than was budgeted or 229.9%.
In FY 2010, the MHB granted CCCS $16,767.00 but was actually allocated $50,090.13. This is $33,323.13 more than was budged or 298.7%.
In FY 2011, the MHB granted CCCS $52,000 but was actually allocated $47,743.01. This is $4,256.99 less than was budgeted or 91.8%.
In FY 2012, the MHB granted CCCS $58,000 but was actually allocated $48,991.17. This is $9,008.83 less than was budgeted or 84.5%.
Is it a conflict of interest for a person chairing the Public Health & Human Services committee presiding over nominations of members to the McHenry Mental Health Board who in turn oversee funds of the MHB being directed to the organization they are the executive director of?
Who at CCCS requested the grant for the initial funding in 2008?
Are indebtedness, bankruptcy, and credit problems mental illness’ that are listed in the Diagnostic and Statistical Manual of Mental Disorders (DSM)?
If indebtedness is a mental illness, how many citizens in McHenry County are mentally ill?
