Questions for the Public Concerning MHB and CCCS

Ms. Virginia Peschke

At the last McHenry County Board Meeting, Ms. Virginia Peschke spoke during public comment. Her comments raise questions about the timing and veracity of her statements towards critics of the 708 McHenry County Mental Health Board (MHB). The MHB has come under scrutiny, deservedly so, by local papers, elected officials, and concerned citizens.

Peschke served on the McHenry County Board from 1990 to 1994 and from 1996 until 2012 when she lost re-election during the Republican primary. Her LinkedIn profile can be reviewed here. She is also the Executive Director for Consumer Credit Counseling Service (CCCS) for McHenry County. Peschke has served in this role since 1999.

Peschke served as Public Health & Human Services Chairwoman (PH&HS) for her last full term in office. However, documents show she was chair of PH&HS as far back as July 14th, 2006. Please review the following documents:

In Fiscal Year (FY) 2007 CCCS received no funding from the MHB.

In FY 2008, the MHB granted CCCS $16,122.00 but was actually allocated $34,038.93.  This is $17,916.89 more than was budgeted or 211.1%.

Questions

Is it a conflict of interest for a person chairing the Public Health & Human Services committee presiding over nominations of members to the McHenry Mental Health Board who in turn oversee funds of the MHB being directed to the organization they are the executive director of?

Who at CCCS requested the grant for the initial funding in 2008?

Are indebtedness, bankruptcy, and credit problems mental illness’ that are listed in the Diagnostic and Statistical Manual of Mental Disorders (DSM)?

If indebtedness is a mental illness, how many citizens in McHenry County are mentally ill?

There is much more to come… much more.

I heard Ms. Pescheke’s comment at the County Board and found her comments insulting to the intelligence of an informed Public citizen. She ended her remarks in which she compared the MHB to a not for profit agency and the Federal acceptance of the top limit to administrative costs reported on 990’s of 20%, by telling us to “sit down and be quiet.” I guess we are not to speak out that a basic problem beyond the level of administrative costs was the fact that those is charge of “managing” the MHB ( and taxpayer dollars) couldn’t even tell us their administrative costs were- .the difference between 6 % and 17% when your talking about millions is huge. There is so much that was said that was simply misrepresentations of the facts. Im glad that you , Mr. Gasser, did not heed her admonition but rather presented some additional facts about her motivation that speaks volumes. IIs there any wonder she lost her re-election when truly interested and concerned community members are invalidated by her attitude reflected in closing statement.

I listened to her comments and find them offensive. It’s not a Bears game and she answers to us. It is she who should sit down and start paying attention to facts rather than fiction.Frankly, I am embarassed for her.

Someone had better tell Mr. Koehler not to publish her remarks lest he perpetuate such obvious uninformed prattle.

Haha you’ve got to be kidding. THAT’S how she responded? I think that’s the sign of someone who has something to hide and suffers from getting caught at lying or someone who themselves are Mentally Ill.

Juveniles need not apply to these positions. Good thing she’s gone! But seriously where do people like this get the stones to talk to the people they’re supposed to be answering to?
